Is opting out of the "optional" budget cap a viable decision?
Specifically, the freedoms permitted to teams who accept the £40 million cap will be allowed adjustable wings, unlimited testing and will have no rev limit on their engines, among other benefits. Will unlimited spending for any team who opts out, be enough of an advantage to enable them to be competitive?
Firefox, In addition to Carpediem's point about fines, I would imagine if the guilty party said sorry a few times then got rid of some unfortunate team members, they would probably evade any fine anyway!

The FIA wants to turn F1 into a budget racing group of great camaraderie where you share engineering developments with competing teams. If that isn't funny enough, the "spenders" who refuse to be assimilated will be asked to limit their performance.
The FIA is hell bent to reduce expense in the most risible way. So if the "spenders" gain an advantage, Max would find something more ridiculous like longer pitlanes, 3 member pitcrew with no power tools, have to change the nose of the car at least once in a race and so on. The message is clear, we are the FIA, you will be assimilated.
I don't want to see an economy race series, I want to see the big mean machines lapping faster than any 4 other wheeler on earth. 26 mediocre machines is not how I want F1 to be.
PS: I was wondering what the punishment for a "cap" infringement is.
